President Gloria Macapagal Arroyo delivered the Keynote Address for the 25th anniversary of the Philippine Council for Health Research and Development(PCHRD) before a multisectoral gathering of health researchers, healthworkers and educators last March 16 at the Crowne Plaza Galleria.

The Philippine Council for Health Research and Development, which wasestablished in 1982, is one of twenty agencies under the Department ofScience and Technology and has been at the helm in charting the directionsthat health researches should take to best address the issues and problems afflicting the Philippine health scenario.

PCHRD's priorities when it comes to supporting programs and projects have evolved through the years. One program, however, which has been consistently in the Council's priorities and which supports the administrations current 8 for 08 mantra is the herbal research program. The Council's venture into pharmaceutical research, especially in herbal medicine, has to date resulted toproduction technologies for the lagundi tablet and syrup (anti-cough andanti-asthma), sambong tablet (diuretic), akapulko lotion (anti-fungal), and ampalaya tablet (for Type II Diabetes Mellitus).

PCHRD is currently highly involved in marshalling support for the passage of the Philippine National Health Research System Act, which will consolidate and streamline all research activities in the country as well as secure sustainable resources for priority health researches. PCHRD and its partners, the Department of Health, the Commission on Higher Education, and the University of the Philippines Manila, are in fact moving to have the Bill certified as urgent to enable the country torespond satisfactorily to health emergencies, such as environmental disasters, the social and economic costs of new and old diseases, and the continuing exodus from the country of skilled health researchers andworkers.
